In your opinion (or experience) do you think women have to get makeup'd up to be presentable?
"Presentable"?
If a woman is clean (hair, teeth, skin, body), and wears clean, appropriate clothing free of holes, etc, then she is perfectly presentable.
Honestly, I think most women, if they take care of themselves, look better either with no makeup or minimal makeup. I don't like a real made-up look, and I haven't worn foundation in more than 15 years (use tinted moisturizer instead). I agree with the other poster who said that women who usually wear full makeup can look hard and older than their years. The more "natural," the better.
I don't know if women look "rough" without makeup. I just look tired without makeup. It has a lot to do with age also. Most women in their 20's could easily go without makeup and look beautiful. As we mature, we need that makeup to enhance our features.
Most women are average to below average without makeup. But to be presentable? As in just socially acceptable looking? No, most don't have to wear makeup to be presentable for that.
Average compared to what? Socially acceptable looking? Who sets the standard?
Women look different without makeup. Whether that's "presentable" or not is a matter of what the surrounding culture has prompted people to expect.
I've been in places where women generally did not wear makeup (despite an onslaught of Western media) and still saw about the same proportion of beautiful women walking around.
I think females are more likely to feel unpresentable if they aren't "done up" or don't have their "face on".
As a dude with sisters (and a mom of course) and several gfs over my 30 years, I can say it with certainty regarding the immediate women I've been around my life.
Maybe some other women here could enlighten me.

You should accept them as they are (you have just been enlightened).
A bare face looks better than someone heavily made up.. I personally think that women look best with a little eyeshadow, eyeliner and lipstick. If their complexion is uneven, then a touch of foundation. But the Kim Kardashian type of heavy globs of makeup is not attractive.
