Is that really true? or is this a Hollywood thing?
Look at mug shots. Huge numbers of mugshots show people, males and females, with facial and neck tattoos. In the metro where I live, it's quite common for gang members to tattoo the name of their neighborhood in huge letters that ring their neck. I saw a photo the other day of a man arrested for writing bad checks. His entire forehead was covered with a massive tattoo, in German, that said "One People, One Leader." I suspect he belonged to a totally different kind of "gang." I also saw a guy with the words "Don't trust me" in huge, decorated letters across his chest. Any wonder why he lacks normal employment?
I did not specify neck or facial tattoos and I don't recall the original poster making that specification either.
I said it is traditionally Sailors as well, not exclusively and not specific to a particular body part.
I also know all about prison tattoos and those on their way to prison since my sperm donor was a resident of many different jails and prisons for most of my life so please don't try to explain them to me okay?
The US military has banned ink in such locations. In fact any location which was not normally covered by the uniform. As society has changed over the past twenty years or so the military along with other employers have had to relax their bans as there were not enough ink free recruits.
But remember the military and certainly its enlisted ranks was not generally an honored profession in US history. There is the soldiers legend that the towns which surround military bases are called dog towns because as soon as an area was secure the good town folk would put up signs saying soldiers and dogs keep off of the grass, the historic status of the professional not war times volunteer military.
From the British roots of the other ranks the soldiers and drafted sailors were not highly thought of. And until recently only that "low" class of people along with prison inmates were tattooed.
Being on TV for twenty years Law and Order offers a document of how attitudes to tattooing changed by watching how the different detective teams reacted to tattooed witnesses.
Because a lot of thugs, druggies and criminals are heavily tattooed.

So some of these people just embrace it and become tatted all over almost as an FU/rebellion to society. They do themselves a disservice because tats will hold people back, and will be judged negatively whether they like it or not.

I agree as the fad came back to western life the first non enlisted military or gangster convicts that I saw in tats on were the sex workers, the early porn stars when home video exploded the number tyapes and performers needed and many of them were stripping primarily so showed up in local clubs.
Part of the reemergence of tattooing may be the society saying FU to Old Testament restrictions. And somewhere along the line maybe a Dennis Rodman, Angelina Jolie or other high level celebrity/athlete changed the perception from the social outcast to it is the cool people who get tattooed.
But, why does Hollywood keeps portraying thugs, druggies, and criminals as heavily tattooed? .
Do you know any thugs and criminals in real life who are completely tattoo-less? I dont.
I know a lot of good, artistic, artsy people as well and many are without tats, some have LOTS of tattoos. But every single thug/criminal I know has tattoos.
