For office wear and preppy wear, as in those photos, definitely "with".
However, I don't understand why someone would wear white socks with black loafer and black pants. Unless they're trying to look like a HS student. The socks should match. All the socks in the 1st 3 photos don't match. The men would look much better-dressed if the socks were the same color as the pants, or at least incorporated the pants color in their design. Those guys are trying to look well-dressed, and are blowing it with a poor choice of socks.
It really depends on context. If you're wearing loafers for biz casual dress at the office, you better put on socks. You're at work, not a fashion show. If it's for date night or going out to clubs/wine bars, you can go sockless, but the hem on your trousers needs to be short enough so your ankles show (and with no break). It's a youthful modern look and if you're middle-aged or older it might not suit you.

White socks are SO HS gym class!
These men probably work for professionals and I'm sure they know what they're doing.
I get blisters if I don't wear socks with loafers, so...
