Men tend to wear clothing and shoes with practicality and comfort as the first and by far the biggest requirements. Boots that sit at/above the knees are uncomfortable, difficult to put on/take off, make your feet too hot, and don't exactly work very well with jeans or khaki pants. The only time you're going to see a man wearing knee-high boots is if he's wading thru a river. And the type of boots you wear to wade thru a river are not anyone's idea of fashion.
My wife was putting on a pair of her "fashion boots" which women still love wearing today and I was wondering, why did these riding/pirate/knee length etc leather boots fall out of style for men but not women? We watch movies all the time that depict men in period pieces wearing these boots and they look awesome and classy in my opinion. Plus theyre still pretty practical if youre in bad weather or outdoors a lot. Texans still have their cowboy boots....
Sure we have "work boots" still but theyre just not as classy looking.

The look is too militaristic/authoritarian (think Nazis).
It's very common here in, what is referred to as, Hunt Country, VA. It's about 50 miles west of DC, and is the land of horse farms, wineries, foxhunting, and estates. Most of the time, they are coming from or going to ride; but many times I've seen the tall boots on men at more formal events, like nice restaurants or cocktail parties.
I don't know what happened to riding boots, but I sure love me a man in a suit and cowboy boots. I used to work in an office where that was the norm and all the guys wore cowboy boots with their suits. Yum.

It does look classy-it is mostly polo players and foxhunters who wear boots like that.
