You couldn't be more wrong. It basically makes everything else you say lose meaning, based on this alone.

Visually pleaseantry is not a condition of pants, but a girl. Makeup or colthing only emphasize beauty, not create it. I don't know how one cannnot realize it.
And, to answer to the thread title.
I do not know what are the best dressed states, but I know what does it mean to be well dressed. To be well dressed is to be clothed in good deeds. Hope in every state people will have courage to be clothed in them.
It's our frontier spirit. We tend to dress for functionality. The average American won't get dressed up for a trip to the grocery store. We will dress up for church or a nice dinner party.
The best dressed city in the US is New York City. Generally the bigger the city, and the more affluent the area, the more well dressed people you will see.
I agree with this. I would say NYC, Washington DC.
One other thing, I've worked all over the world (currently in Chile) and keep my standard American fashion which makes many people look down on me...even though my personal wealth is probably 10,000 times higher than most people here.
For rather casual events I have noticed that the people in New Orleans dress up a lot nicer than the people here in Portland would. The Pacific NW is notorious for dresssing WAY down, although you'll find downtown workers dressed nicely.
When I spent time in New York City several years ago I was impressed by how tastefully they dress, although so many of them wore black high-top boots that it began to look like a flock o' black sheep. But, again, not a sight you would find in Portland.
Which city from U.S.A. is the best dressed? Do people in Chicago wear sweatpants (In Europe people don't wear them)? People from U.S.A. wear accessories like scarves? Are people from U.S.A. looking poor and unaesthetic?
I'll guess Miami and New York.
