I wouldn't be a bit surprised if that was done on purpose. They take so much into consideration when dressing heads of state (and their spouses) from kind of jewelry, designer, fabric, colors and clashing or matching or coordinating with furniture and/or carpets. They have pictures of all those things on file.
I don't understand - what was the statement? Oh I get it that she did not wear a head covering. I lived in Saudi Arabia between 1973-1988 and I met King Feisal at a reception. At the reception I wore something very similar to Mrs Obama but in a much bolder color and I did not have to wear a head covering. His Majesty knew that I was not a muslim and accepted me as I was. Mrs Obama had her arms covered and her legs covered and she was wearing a loose jacket, very nice and very conforming. I think the people on Facebook and Twitter are over reacting, most muslims are extremely easy going.
From what I've read it is not at all unusual for visiting non Muslin women to have bare heads. Laura Bush didn't cover up. But apparently Muslim world twitter was well...all a twitter about it.

Maybe she wore blue and white in support if Israel???.
