I saw a young woman wearing boots and winter jacket walking on the street, but her knees and the lower half of her thighs were completely without cover. It was freezing in the low 20's (F). This is not the only one. Do they think that makes them look fashionable or what? Or they have steel knees?
They spend most of their time in warm buildings, so the priority is to dress for that occasion. If they dash into the weather controlled buildings soon enough, the temporary exposure is tolerable.
Same with an advice one Alaskan woman gave to visitors: no need for bunny boots unless you are outdoors for a longer period of time.

I don't know. One very cold Feb morning I was trying to get the courage to dash out of my car and into a building.
From the car next to me out pops a young thing wearing short shorts and heels! She was wearing a small bubble jacket.
If you have a short walk it is no big deal. I have found that my upper body gets colder than my legs. So i prioritize above the waist, my neck and head.
The ones I saw were not dashing to somewhere during work. It was evening in local neighborhood, they were just walking casually on the street. Would this cause them arthritis?
Or it could be just another fad or trend. I remember something similar when I was in elementary school- the older (high school) girls used to wait at the school bus stop shaking and shivering with skirts slightly above their knees and nothing on their legs. I guess it was good that by the time I got up to those grade levels, we were wearing socks or nylons.
