Q for the ladies: Is it or is it not a "dont" to wear brown boots with black leggings? (color, red)

It's a former don't. Once upon a time, you didn't mix black and brown, or black and navy. Now it's very common to do both. I don't think it looks terrible if done well. Not sure why it was ever considered a "don't."

It's common, but black and navy usually looks pretty bad too, don't you think?

The trick is that the brown (or the blue) has to be a distinct shade to contrast with the black. Otherwise it looks like you tried to match and failed.
I actually really like black and navy, if done well.

Probably works better for women's stuff that menswear. I don't think any guy could pull off a black jacket with navy trousers, and the other way around is only marginally better.

I haven't seen a black jacket with navy trousers, but the navy jacket/black trousers tuxedo combo has been pretty common on the Red Carpet in recent years.
I think it's a don't. I have a coworker who insists on wearing brown with black despite our gentle teasing. It looks AWFUL. Seriously. It's a don't.
