I had a bad experience with payless shoes several years back. Not going there again.

Adi, I buy all my husbands clothes and he gets good stuff but I never pay full price. I got his Gucci loafers off Ebay and all of his other shoes come from Saks Off Fifth.

Buy low heel pumps from Walmart and then start yourself a clothing fund and save up for a quality pair, around $60 on sale. Take pride and show you are a quality over quantity person. Quality people don't insult others and refer to their appearance as "sloppy, " even if it is true. That is not teaching but insulting. In my opinion your lack of good shoes is far better than a lack of a good personality.
