I'm in my forties and my hair has never gotten longer than just past my shoulders, and not because I haven't tried. It just doesn't grow that long.
When I was a kid, my niece (who was two years younger) wore her hair in long braids that reached her waist, while I had fluff that barely touched my shoulders. So not fair. Now one of my daughters has long hair that just keeps growing, and the other has hair like mine.
I used to have that long hair myself. Now it's maybe a few inches shorter. I know a guy who had long thick blond hair down to his waist. It was beautiful too. I once saw an Indian woman with hair down to the floor.

My step son married Rita who had hair down to her waist. When she washed it he would have to help brush it for her.
She stated that she had Never cut it other then a few ends trimmed. They later got divorced so do not know if it was ever cut.
I think OP is asking if it is physically possible for anyone, as in can any person, to grow hair that long. The answer is no. Some people can't grow hair that long. My sister is Pentecostal so she never cuts her hair. Her hair is red and baby fine and unlike many Pentecostal women, it never grows beyond just above her waist. I'm not sure what happens. I think it breaks off because she doesn't trim it or treat it other than using shampoo and conditioner.

My hair is just above waist length and I rarely wear buns. My wife and other people says it looks very matronly, and I agree. Why have very long hair if you're just going to wear it up in a ball on your head all the time? I only wear them when I feel so hot I can't stand it anymore, because it's thick and frizzy. I French braid it, wear modified French braid, plain braids, several different types of ponytails, or wear it down in the winter. I don't think I look like Cousin It though because I'm an Indian girl and look terrible with short hair or even with medium length hair and I'm also very chesty so I do what I can to take visual attention off them.

My hair is very fine and just past my shoulders. I love wearing it up in buns and other updos and do not agree with you about matronly. I have bangs for one thing, and my updo looks "retro." I have a long neck and it is a good look for me. My hair doesn't always look great down, due to its fineness, but having it long makes it easy to put it up. I like high ponytails also.

I don't really understand this, either. If you're always going to wear your hair up, it doesn't need to be super long to do that. And I know a woman with super long, heavy hair who has tension alopecia from pulling her hair back tightly. Her hairline is migrating backwards.
My hair is shoulder-length, and I've never bought the idea that longer hair is easier to take care of. My hair dries quickly, it's rarely tangled; I run a curling brush through it and it looks fine.
My hair is past my waist. Thick, lush, and lovely.
