No, but it can be the resultof getting old.
Seriously, however, if one is...getting sufficient sleep...eating a truly healthy diet...avoiding smoking (both active and passive), it would be VERY unusual for somebody to develop "eye bags" at such a young age.
If the OP is eating a genuinely health diet, is getting sufficient sleep, and is not being exposed to cigarette smoke, I would suggest a thorough physical exam, as this type of symptom at an early age may portend health issues that could have very serious consequences.
I have them too, and they are genetic. I think plastic surgery is the only treatment. I did not get them until my 60s, so at 31, OP should start saving up to have a little work done.
Allergic reactions (common culprits are pollen and animal dander)
Possibility of a sinus infection (often precipitated by a bad cold or allergies)
Some kind of infection or blockage of tear ducts
Swelling from water retention caused by ingesting too much sodium
Some other cause of inflammation
If only on one side it could be an infection in the root of an upper tooth
Sleeping face down on a pillow (esp. one with dust mites)
Have you had a thyroid test lately (you're getting to the age when women often have thyroid problems)
Well for the past couple of years almost, because of all the overtime in my job, I often only get about 5 hours of sleep a night. Could this be it? Because the other workers do as well, I assume, since it's the same hours, yet they do not have it as bad as me.

I get bigger bags when I do not get enough sleep. For me that is around the 6 hour mark. My eyes look terrible till I get caught up.
It could be something else. You are only 31, I doubt you are aging fast. Plus lots of old people don't have eye bags. You should check it out, better than asking us.
