the US has been so bad in allowing what the rest of the world has banned in their food/cosmetics/skin care. the US gov't is so bought by monsanto and all other big money companies that pretty much control what we consume without much consideration for safety, eco-sustainability, etc.
My daughter is gluten-senstive (not celiac, but gluten aggravates her eczema, for some reason) and was discovering that using mascara like Maybelline or Revlon ended up making her look as if she had been punched in the eye, it would turn so red. She ran across a gluten-free line of make-up that seems to work very well for her. She's used AfterGlow Cosmetics and Ecco Bella.

Zinc oxide is used as a hardening base in some creams, makeup and sun screens. Along with 2 other relatives of mine, I am sensitive to it, in that it produces a small itchy bumpy rash which disappears in about 3 to 4 days. When I was a child, my parents could not use diaper rash cream or band-aids on me. As an adult, I seem to able to use bandaids (maybe they changed what was in the sticky stuff) but I am sensitive to many creams and about 10 years ago, suddenly became extremely sensitive to pencil eye-liner. My eyes would become runny and 'mucky', and very irritated. I stopped wearing contacts immediately and have never returned to them but that hasn't changed the way 90% of eyeliners affect me. I must have spent a fortune on every different brand I tried. Physicians Forumala? Fancy name for a cheap product, to make you think it's full of good things. I bought a Clinique eyeliner for over $30 and it was actually the worst. I've no idea what ingredients are causing it - manufacturers have assured me it is NOT zinc oxide. It's a real pain and I find myself really wondering about what on earth goes into our products.
As far as foundation, for the last 6 months I've been using Rimmel Lasting Finish. It's water-based, rather than oil-based, and incredibly cheap, I was shocked. Good luck in your search, OP
