I agree with thinking the dress would look better with some sort of updo, but that can be too mature, especially since the dress is leaning that way. I would recommend a pretty mermaid braid, that will allow her to have her long hair, but give her a romantic contemporary look. Because the hairstyle is an accessory in itself, a simple pair of crystal earrings would be perfect IMO.

A good example:

A good tutorial for the hairstyle:

In terms of how they should dress for a black tie formal? No I see no difference in how a 17 yo and a 13 yo should dress for a black tie formal occasion.

I guess the question here is whether the problem is with what we think is appropriate for 13 year olds, or what you think is appropriate for 17 year olds. Perhaps we're more old fashioned than you are for thinking there shouldn't be any difference in formal dress for a 13 year old or a 17 year old.

I agree on no necklace.

But long earrings? I loved statement earrings at that age. (Well before I stopped wearing jewelry. )

I agree it screams for an up do. But half up half down could work well too!

Not for jewelry.

I think pearls look too old for teens. And honestly I struggle with them too and I am nearly 40. Otherwise it is all fine. Most jewelry can work at any age. Besides those best friend necklaces. Those should stick with preteens and teens.

Small, dangly earrings (maybe the size of a quarter) look fine on 13-year-olds, but longer earrings and updos are for older teenagers in my opinion. Wearing one's hair up used to be a sign of womanhood, if we're talking tradition. I liked the mermaid braid someone posted very much.
