I recommend using a powder eyebrow color, applied with a very small brush or applicator with a small tip. To me, this creates the most natural look. I use this one and I love it, and it's dirt cheap!
I use a Jordana brow pencil with a brush on the end of the cap. This is an inexpensive solution for my pale eyebrows. I use the pencil with a soft hand and use little strokes.
I colour my hair at home ( red) and do my eyebrows at the same time. As for non permanent, powder tends to look more natural than pencil, avon does a good one as does smashbox on the higher end. use a stiff small angles brush and use light feathering strokes. I have been a makeup artist for film for the past 15 years and for a non pro this is by far the easiest methid for natural results.
I don't think that would be a nice idea. It's completely weird.
