I'm wanting to go to a tailor and have him (or her) take my measurements for a suit and then give me the measurements when completed. I wish to use those measurements to help me locate off-the-rack clothing, because I cannot afford, you know, bespoke, Savile Row custom tailored suits. Do tailors offer their services such as this, and if so, about how much can I expect to spend for something like this?

Any menswear store that sells suits would be able to measure you. Brooks Brothers, Men's Warehouse, etc. Just tell them you want to buy a suit and don't know your size. You don't have to buy it there.
I suppose you could do this, but why not simply go in to a nice store and try things on? It isn't so much about your measurements, as it is what actually fits. It is nice to know what your arm length and neck size is though. Jackets that fit through the chest will give you an approximation of your chest size. And different suits are cut differently. Some are quite fitted, and others not so much.
Trying a variety of things on will teach you a lot about how things tend to fit you, and what does not.
