Women cannot win--if they wear form fitting clothes, those are 'too revealing'. If they wear baggy clothes, those are 'too sloppy'.
I think college students have always prioritized comfort, and what is wrong with that?
The days of women wearing skirt suits, gloves, and hats whenever they leave the house are long gone, and many of us are happy that is the case.
I don't really understand why people are so concerned with how others dress, anyway. Just look away if it offends your sensibilities so much.
My 13 year old went to summer band camp on a college campus this summer. She and her friends all bought size adult large hoodies. They are like maybe an adult small at the largest. They think they look awesome and claim the hoodie is comfortable. As a mom I've decided just to let her be happy.

I asked my daughter about this. She is a college sophomore and she says she wears it so the guys don't ogle at her. She is tired of men, young men. They have no manners and think they can say rude and sexually explicit things and that anything goes. She said her friends will tell you the same thing.
This is a big reason why some college women go for the shy guys, and seek them out.
Should have seen me during some cold Texas winters where I was in Nikes, socks, leg warmers, hot pink running tights, wind shorts, undies somewhere underneath it all, tee, lavender hoodie, mittens, and bike helmet. To stay warm but also, not to blend into traffic; like that, I was sure to be noticed.
College is about charging off to class at the last moment; one doesn't want to spend much time dressing if they don't have to.
Your garb sounds very time-consuming to assemble.
My roommate in college would get up at 5:30 a.m. to begin applying makeup. By close to 7:00 (when the breakfast service began) she'd be almost ready. Then she'd get dressed. The early morning ritual had to be seen to be believed. She did this every day. I slept through most of it, got up at 7:00, and would be out the door for breakfast by 7:15.

Well, it was, but it was Texas winter with the temps from 40-35, I was riding a mountain bike so there was wind chill as well, and it did employ the concept of layering against the cold.
On the other hand, it was a sight to be seen, especially the hot pink running tights and the black leg warmers. This was in the 90's and not the, earlier, era of Barbara Edwards.

It's like the three bears, too small, too big, or just right. So there is a third choice.
