Wet n Wild's liquid eyeliner is the best I've tried--works better for me than that even MAC liquid liner--and it's only $3. They sell a waterproof one as well. And of course, blotting papers. Some come with powder on them already even, but it might be hard to get a good match for your skin tone.
I love Wet and Wild LOL. It's cheap makeup but it doesn't wear like it's cheap. The eyeliner I use is their felt tip waterproof eyeliner. It's like lining your eyes with a thin marker LOL

Have you tried any of the mineral based foundations? I live in Florida but when I go to work I wear foundation. I put it on in my air conditioned condo, walk down the steps to my car which is parked in the shade, turn on the a/c and then go into my office which is air conditioned. Now if I was going to be outside for some reason like an outdoor wedding, I would skip the foundation and just use a little blush along with light eye make-up and a lip stain.

Mineral/Powder foundations are much better for summer than liquid foundation imo. Try your best to apply makeup in a cool environment, in front of a fan or in A/C to let the makeup dry/set. My lifesaver product is Urban Decay All Nighter makeup setting spray. Spray a few times over your face after all makeup is applied.

You could always get your brows microbladed, get some eyelashes and tattoo your eyeliner and lips. Voila! no makeup.

This may be the best option for the summer. I have never tried mineral based makeup before, does anyone have any recommendations?

I use a tinted sunscreen, a little blush, liner and mascara. If I need a "full face" I use a setting lotion and stay in air conditioning as much as possible.

After my favorite mineral makeup brand went out of business, I discovered I really liked the Ulta Mineral Powder Foundation. It doesn't make my face itchy or red like the Bare Minerals did, and their lightest shade in Fair is a perfect match. It doesn't last as long without blotting paper on hot days (or a splash of powder after 7ish hours on regular days) as my old kind did, but it's also a lot cheaper. They fairly often run sales where it's $6 each, which is dirt cheap for how large the container is.

There is a learning curve to putting it on (start with tiny amounts and build up to the coverage you want in layers, vs just putting it on like liquid foundations) but after over a decade of mineral makeup foundation wear, I'd absolutely never go back to liquid foundation.

So how do you keep your makeup on in the summer heat? I need your advice!
Why bother fussing when you're doing yourself more harm than good and could be permanently endangering the health of your skin? Your makeup is not melting, it's being dissolved, diluted and flushed off and some of the chemicals and material in it are being absorbed into your pores and your blood stream and tiny capillaries.

It's the sweat on your face that's making it dissolve, it's like taking a shower from the inside out. No matter what you do to prevent it or whatever kind of makeup you use it's still going to happen. You could blot your face 100 times a day and reapply makeup each time and the makeup is still going to dissolve and come off if you're hot. Your body is trying to protect itself and you're doing things to counteract and endanger it instead.

It's really unhealthy and counterproductive to be putting ANY cosmetics on your face when it's hot, you're sweating and the pores on your face are more open and are sucking up and getting blocked by anything you put on your face. It's just begging for a skin infection, scarring and greatly enlarged, impacted pores. The sweat can't wash all that stuff out of your pores adequately enough.
