What is THE number one most casual button-down mens shirt that will accept a necktie around the collar?

Anything with a collar will "accept" a tie, but I assume you mean "will look appropriate with one."
I think that you could get away with wearing a casual tie (like a knit) with a chambray or maybe a nicer denim shirt. (one pocket designs only) I wouldn't go more casual than that, so "no" to flannels and two-button workshirt-type stuff.

I second this. If you're going to wear a tie (I'm a woman, and I have as a server/bartender), the shirt must have a collar and be a button-up type.
If you go to LL Bean you will see a collection of what they refer to as casual button-down shirts. Some of them are either solid color or checked, but about the same weight as an OCBD or other dress shirt. Those would work with a more casual tie, like a knit or a coarse wool. More heavyweight shirts in that category, such as flannel or chamois cloth, would not look good with a tie. Note, there are some who would reject all of these shirts as appropriate to be worn with a tie.
