I have tended to equate booties with boots and save them for cooler weather. But seems like people wear them all the time now, including with summery dresses and capri leggings. Are they more in the year round shoe category? And if so, why did I not get that memo?

I don't mind creativity in fashion, and I certainly think booties in any season are much more classy than cheap beach shoes (aka plastic/rubber thong sandals) worn everywhere. Well-fitting clothes and accessories of reasonable quality are always in style, IMHO.
Open-toe booties need to die a horrible death soon. Pretty quickly, we'll see open-toed Hunter Rain boots. How about open-toe Uggs? That would take the cake
Yeah, I don't really get the open toed booties thing. If it's warm enough that I want open toed shoes, then why would I want the rest of my foot and up the ankle covered?
It definitely is becoming more common though, and yes, the whole Uggs with shorts, etc. is probably a factor in that.
That look was a fashion "don't" when I was growing up. They visually cut your leg off at an unflattering place. And most women's legs don't look like the toothpicks in the photo you shared lol.
Open-toed booties make as much sense as sleeveless turtlenecks.
I don't care for most booties with shorts or dresses, such outfit looks 'unfinished' to me. Except when the booties are open toe, because to me they look more like some sort of extreme sandal in that case, and I actually think they can be sort of sexy in a foot fetish kind of way. They definitely need to come up over the ankle a bit though, otherwise the look doesn't really work IMO.
I live somewhere with mild weather so summer, spring and fall basically requires the same clothing. I think it would be weird in a place with legit summer weather. I think there is a top temperature for boots - maybe 70 degrees or so!
I also do not like heavier black shoes with light summer weight stuff. But a lighter colored bootie could work really well.
