Take her to lunch and to Chico's. Their clothing is trendy but appropriate. I am 62 and love the clothes. Just a about all I wear.
I think this is a really good idea. Take her to lunch and then go shopping with her and have her try on clothes and pick something that she likes. Chico's or wherever she would like to go. I wouldn't want anyone to buy clothes for me, but the gift of your time spent with her, at lunch and shopping, would be something that I think most mothers would love more than anything.

Ditto, I love when one of my kids takes me out somewhere, even just for a cup of coffee or a movie. I enjoy the time spent doing something together.
What I was going to say has already been said. If you can afford to buy clothes, take her to J.Jill, Chicos, or Talbots and buy her something that she picks out and tries on. Maybe it will only be a scarf or some cute costume jewelry but it will be nice. Talbots is a little more preppy, Chicos is more artsy, and J. Jill is somewhere in the middle. A lot of people love J. Jill linen knit tops--KNIT so no ironing required, and cool for summer.
I second Chcos. Great stylish clothing for older women. I think they are a bit pricy for the quality but they aren’t junk. Another option is Black/White. Nice stuff in there.

I am willing to spend a bit more than what I typically spend on I men's clothing based on her styles, but probably no more than $70.

I'd go the accessory route more than an outfit. More versatile, you can use it with multiple outfits. In my house, we often get scarves, wraps, etc. for our moms.
That said, my mom would and does LOVE scented candles.
Since I live 600 miles from her and can't always spend time with her on her birthday, care packages are an alternative. I try to combine pretty/sentimental stuff and useful stuff.
Why not a gift card to Dillard’s and maybe she can chip in the rest to get that dress she wanted that was too expensive?
