Clothing as a gift can be tricky. Especially for your own mother.

Get her a gift card and let her decide on her own clothes.

I'm a 56 year old mom of five adult kids and I prefer picking out my own clothes but a gift card to Chico's or Dillards would thrill me! Of course I'd love most of all to spend some one on one time with my kids but they're scattered so that might be problematic.

OP, I just looked back and I see you're a guy. Then probably you should do what the above posters recommend. Spend some time with her, probably while buying her a lunch, and give her a gift card. Do not pick out clothing for her. A gift card to one of the stores that was mentioned would be impressive.

Her favorite clothing store is Stein Mart, but the one near our house recently closed. There are two other locations further away that she shops on occasion, but not regularly. She also likes Macy's. Another store she likes is New York & Company.

How about a nice pair of earrings? My son used to buy me earrings or a bracelet from stores like Brighton or Nordstrom.

Or something like this. And take her to lunch.

She doesn't have her own personal Amazon account. Only me and my father have Amazon accounts via with shared Prime benefits through Amazon Household. She isn't as tech savvy as me or my father.

Is she trim or chubby? Short or tall?

If I were you, I would go to some nice department stores and find an outfit that looks like her. If it doesn’t fit, she can exchange it.

Not knowing your mom, I’d suggest getting something like a cashmere shawl in a beautiful color. Any woman would find it useful, but few would treat themselves to something that extravagant.
Good idea.

The OP lives in AZ and if her mom does she'd have little to no need for a cashmere shawl due to the weather

It can get chilly at night there, and also in A/C.
