I think it’s a great feeling to be in the rain wearing a nice waterproof raincoat and waterproof boots or shoes. Here in GA, not only do I never see boots, but not raincoats either.
I live in the St. Louis area. I don't see rain boots too often. Here, it seems like you'd be more likely to see snow boots than rain boots.
However, all the times I've been to New Orleans (which so far, has always been in June) I see LOTS of girls and women wearing rain boots. And they're super cute. It's the cutest thing...girls and women wearing their cute sun dresses (lots more dresses in the south, as opposed to where I live) and their cute rain boots.
I see what looks like expensive ones on women here in the PNW. But we get rain for months on end here. Kids wear them to school, as well. I believe my grands keep pairs at school for recess play, but I am not totally sure about that.

Yeah...it would seem that areas that GET a lot of rain would see rain boots as more of a necessity. I remember as a kid in Florida, I had rain boots.
I live in a rural farming town. People here wear "muck/mud boots", they aren't cute or anything. Mine sit at my backdoor!
When I was living on a college campus a lot of girls, including myself, wore cute rain boots. It rained a lot in the spring, so they helped walking around on a large campus. They are going to be more popular in places people are walking a lot in the rain.
I go to college near Sacramento, where it only rains cold rain (rains only in the winter), and rain boots are very popular here. Is it just a regional trend? Funny thing is, it seems like only the girls are wearing rain boots. Very few straight guys wear rain boots, although I am one of them. I bought a dark green, 15 inch high pair. I found them to be very comfy and it seems strange that more guys don't wear rainboots; is it because knee-high boots look too girly? After all, my pair are guy's rain boots--the kind construction workers and fishermen wear. Are fishermen's boots too girly for guys? Maybe guys have fat calves that look bad in knee boots?

People do wear rain boots where I live, men included. But then I live in Chicago so that probably isn't saying much.
There is a long-standing "traditional" rubber/neoprene boot people here wear everywhere whether it happens to be raining or not. The calf-high Xtra Tuff boot. For many years it was proof that you actually lived in Alaska at some point. These days they are often worn by people who want to be seen as Alaskans. People wear them to fish, to hunt, to the office, to get married, indoors, outdoors, on sunny days, soggy days, below zero days, shopping, out on the town, while travelling, to parties, in parades, to dance in, to church, to court, you name it.
Worn out pairs pile up on back porches and front door mats. The leaky ones end up as house slippers. They really have to be stinky and moldy to get tossed. At neighborhood parties you have to fish through a heap of identical boots to find your own. Unless you decorate them, usually with a Sharpie marker and oversized rubber bands around the ankle. After a big neighborhood bash there will often be a note tacked up on the public bulletin board saying something like:
"Lost Xtra-Tuff boots at Bob's wedding reception. I wear a 12. Got home with one 11 and one 13. Anyone with the same mix please call me to exchange."
But this makes sense for a place where 1/3 of a person's luggage happens to be manufactured by Coleman.

I have a pair for commuting into NYC. They have an animal print. I keep shoes under my desk to change to. On nice days I just wear sneakers for commuting.
