I still wear my 1994 Turkey Trot and 1995 Pittsburgh Great Race t-shirts.
As long as you want. It's YOUR event and YOUR shirt. Who cares if someone else doesn't like it? I have T shirts from events that were important to me. I'll probably wear them until they're threadbare just to enjoy the memory. Other shirts commemorating an event that meant less I may not wear a month later, or they're relegated to backyard chores or pajamas.

When the shirt starts falling apart, it's too long.
Right off the bat, your 'County Fair 2017' statement piece says you don't care about fashion at all. Most of the general public will perceive you as average, and simply overlook/ignore you. So, ultimately, you can wear that shirt for the rest of your life and nobody would actually care but your friends.

I have no problem with someone wearing a "Woodstock 1969" shirt despite not being born then. It's not a matter of having participated in an event, it's liking the shirt! Sure, shirts are sold at events, but they are also sold online for anyone to buy and enjoy, even 53 years later. In some cases, it's even raising money for charity.
My daughter wears my "Class of 1987" T-shirt that has the names of my entire graduating class on it, and she loves it.
The amazing thing is that clothing quality was so much better then, that the shirt is still in great shape. Any inexpensive T-shirt I've bought since about 2000 gets holes after three washes.
If you LIKE the shirt, there is no expiration date to wearing it. A few people are funny when it comes to souvenir Tees. There are other people who think it's tacky for someone to wear an event Tee that they didn't attend. But what if they're gifts? So I don't pay attention.
