I've seen this off and on, young & old. Personally, find it creepy.

What's your take?

I don't find it creepy, just unsightly. Why would anyone want to let toenails grow to that length? I can understand wanting feet to look nice when wearing sandals, but the feet in those sandals have toes that show signs of having been crammed into pointed shoes for a long time. It would be far better for the owner of those toes to do as little as possible to call attention to them.

Clip them, put on a coat of pale polish and concentrate on making a statement with another part of the body.

The problem with that picture isn't the fact that it's a french pedicure, but that the toenails are too long.

There's nothing wrong with a proper french pedicure where the nails are a normal length. It's not my preference (I prefer color on my toes, and an American manicure), but it looks fine.

I wouldn't use the term "disgusting" to describe a French pedicure.
However I would use it to describe those feet in your picture. UGH.

So what makes it French? Is it the white at the end?

This is a better example of a French pedicure:

Yes, white tips with a nude colored nailbed.

An American manicure is similar, though the tips aren't as stark white but rather a more natural off-white color.

Well of course. That and the clear/light pinkish main color.

Huh? Never heard of it. You might have found it on google, but it's a rarely used term I expect.

It's a term used in every salon I've ever been in. I've got an American manicure now. I went into the salon, requested an American manicure, and got exactly what I described without needing to specify what I meant. I'd say it's pretty common.
