The only people under fifty I've ever seen in those were women wearing them for religious reasons.

Fundies don't wear pants and Orthodox Jewish women.
What would you wear instead for exercising, track pants or sweats? Leggings are more fashionable than either of those options, and with the skirt you don't have to worry about being overly exposed. Go for it.

And we are not talking about the gym here either.
I've never worn them, but I definitely have a couple of running skirts with built-in shorties. LOTS of young ladies wear these to run it, so it's not an age thing. They are insanely comfortable, and cuter than shorts.
I can't see how leggings under the skirt would be considered ugly. But hey...different strokes.

They are very appropriate attire for walking/hiking/running. No matter what age the wearer is. 
Wow. I think they look much better than shorts and panty lines.
