Most depilatories have to stay on a certain amount of time to work. I find it a little unbelievable that someone would not get a clue when the "shampoo" didn't lather and that it would make the hair fall out in the short time it takes to shampoo one's hair. But these stories make for an interesting read I guess.
I've read that some [all?] of the shampoos that don't have the ingredient, Laurel Sulfate in them will not lather up or that it does not lather up as much.

It was conditioner, not shampoo. Some people leave conditioner on for a few minutes.
Weird. But I’ve had something similar happen. I bought an expensive hair product at a local drug store. The product is supposed to be an orange colored lightly scented cream. What I got was a white cheap cream rinse.
I took it back to the store, and that’s where I found that this was a common tactic among thieves. They purchase the product, remove it from the container, refill it with something cheap, take it back to the store and get store credit.
It’s theft.
I thought by buying a shrink wrapped product I would be safe, but my husband informed me you can buy shrink wrap machines and supplies at the local flea market. So even that is suspect.
Even buying online is problematic. I’ve purchased fake cosmetics on Amazon. Thankfully with their return policy, I’ve gotten my money back. And I make sure that I write down who I purchased the fake from, and I never purchase anything from them again.

Many years ago I was reading "Teen" magazine and it had a story of a teenager that picked up her leg hair depilatory by mistake and used it to wash her hair, thinking it was shampoo. She submitted pictures of herself and the experience she had going through the process of having no hair, peoples reactions and styles she used to regrow it. I always wondered in the back of my mind from time to time if anyone with malicious intent could ever tamper with shampoo products and add a depilatory product in a store.
Seems like there was a "revenge" scene about something like this in a movie(s).
EDIT: I looked it up. It was "The Other Woman" with Cameron Diaz and Leslie Mann, for one. They pulled the prank on the cheating husband.
