1, or even 0. Your facial hair looks decent, and unlike me, you have a perfectly intact hairline. Outfit is basic but not outdated or anything, and the fit is good. I can imagine someone who looks like you getting partners without too much trouble. Doing some lifting for your arms would maybe help (curls for biceps, skullcrushers/lifts for your triceps, wrist curls for your forearms).
If you're having trouble getting dates, I think it's probably that you're either too nervous to ask around a lot or your anxiety makes it hard to present as cool and relaxed.

No judgement, I can claim RBF and people just assume I'm mean, even though I'm not. (not always anyway)
Nothing wrong with you. It's all in the brain. Change your attitude about yourself and the rest will follow. You could also look up ways online to communicate with women that they like, versus whatever you are doing now. And smile more. They like that.

Only Americans smile without any reason. In most other countries (fake - as just to a photo) smiles are considered dumb. No one would walk on the street and smile. He would look like a nut case.
BTW: I don't see any indications that OP has any problems with his look. He just wants it to be rated...
