Yes, that woman's hair & dress were definitely "in" in about 1990. I saw celebrities with them at about that time.
Halter dresses as a style come & go. They were popular in the '50s (Marilyn Monroe's famous white dress pic is a halter dress). Then they were sort of popular in the '70s (I had some tops that were halters in that decade).
Then they came in again, definitely before 2000.
The boy is wearing 2 earrings. That was done I think in the late 80s or early 90s. Before then, it was a thing for guys to wear one earring. And for a while it was to signify he was gay. But two earrings is more of a fashion statement, I think.
You've never seen the end of the Breakfast Club then, when the tough guy puts one of the girl's earrings in his ear. Traditionally straight men could wear one earring. I think it was the left ear but I'm not sure.
OK, OP, but be fair; As Assyrians-related-to-Armenians, the person who guessed Georgian or generally from the Caucasus was closest, IMO. After that post, I was thinking: Georgian, Armenian, or some other Caucasus people.

I’d say I was fairly close too because I stated “Looks like a middle eastern style photo and recent” on page two, well 5 years off.
