My first guess was in the late '70s. It's the skinny tie (handed down from Dad?) She's got the mix of longish/teased hair from the '60s. Certainly hasn't been influenced by the '80s poofy styles yet. And the dress is very much '70s although the zipper raises a question.

Then there is the nagging question of two earrings on the older boy. I don't remember that happening until much later. The younger boy's hair style looks very '70s adolescent.

It's a puzzle.

That style of portrait studio backdrop was not popular in US after about 1930.

If it was taken in the 2000s that backdrop is probably worth a small fortune to the right buyer as it's Edwardian or possibly even Victorian in style. As historyfan notes.
