The maroon and forest green color scheme of the background, and the clothing styles make me think that the photo is from the very early to mid eighties.

Definitely not the early 80s. The boys' hair styles are wrong for that era and the father's suite is definitely not 80s. I was still a teen/young adult back then and remember the styles. These are not them.
Based more on what the males in the photo are wearing, I would think late 90s/early 2000s.

Hmm, now that you mention it, thinking back that color scheme was what I had when my kids were little, so you're right about the later time frame I think. Plus the guy's soul patch, pretty sure those weren't too popular until later.
I almost have to wonder if that photo wasn't put together in a specific way in order to make it difficult to choose a time. Her hair looks now. He has a wider tie on, one of the boys has a skinny long tie and the other has a mid width, shorter tie. The black sneakers with white soles seem more contemporary but the dark shoes on the other boy that I can't really make out are timeless.
I would have said late 90s/early 2000s, except for the boy's white soled shoes. They look like Vans, which were popular more recently. The guys' ties are all over the place. The man's facial hair is all boy-band era style, as are the boys' haircuts. The woman's style could be from lots of eras - the dress from the disco era, or now. Her hair is not trendy, either, and could be from lots of times.
