As a male, Kohl's but prefer Ross and Burlington. Kohl's can be next to as good as Ross and Burlington with the right closeout. Penney is not at all relevant these days and Macy's has always been a little too pinky out for my tastes and budget (not that Saks, Neiman or Nordstrom are any better...)
Of those three, Macy's and then JCP's. I like Dillards and Belk better.
I wish we had a Belk here in Arizona. They seem to be a hybrid of both Kohl's and Macy's, with many small town stores off-mall like Kohl's and carrying major brands from both retailers.
