It depends on the weather, but sometimes if I've bought something new that I want to debut, I'll make an excuse.

I just gradually add layers as the weather turns. Here in SW WA, we are still in summer mode, and might be for most of this month. But I am frequently wrong about the weather here. I haven’t lived here long enough.

When it becomes cold enough that a sweatshirt is no longer enough to keep me warm. There's no set date.

I've never lived anyplace with really hard winters, so my wardrobe morphs gradually from one season to another, instead of a wholesale changeout.

As the weather cools off (that can't come too soon, it's been the hottest summer on record), I'll add long sleeves, then trousers, and eventually move summer dresses to the back of the closet and bring sweaters to the front.
