Yes, random people might compliment what you are wearing on the street. That's fine. What you should be careful with is when the people in the office say something like, "Oh, I love your tie!" That's a sign that you should ditch that tie immediately.
What you wear should look naturally on you and not bring out comments.
On rare occasions, a stranger will compliment me on my clothing. However, fairly often strangers compliment me on my eyeglasses. The frames are really pretty and classy looking. Nicer than most of my wardrobe!

I am always noticing ladies and their gorgeous outfits, I love how some spend a lot of time matching their outfit with shoes and handbags, I have complimented so many ladies and they always seem to appreciate it although I do think that some may find it odd that as a guy I notice the finer details!
Probably goes also to gender, and a person's approachability, and who provided the comment.
When I was huge and generally p.o.'d (I'm an ogre more often than not), the answer is a resounding "no." Didn't invite remarks from others about...anything...nor provided too many unless there was a blatant rights violation occurring. I fly solo in life by-and-large.
Being fit and better-dressed these days, a choice I've made past year and a half, yes: I do receive the occasional pleasant remark from strangers. Women usually don't do this, but some do. Other day was about my Arc'teryx Sabre LT jacket, in black with dark green accents. Granted the lady ran that particular Starbucks, but I still thought it was a nice discussion out of the blue. She had her own Arc'teryx apparently, this is not uncommon here in the PacNW btw as they're a well-known Vancouver BC company. She also bid me farewell after I'd had my coffee at an inside table, so guessing she found me agreeable based on what I know of women
As a guy, I'll sometimes complement women but that's an approach/advance and everyone knows it. Day Game (so-called) is a technique, I don't usually play it. Thus my remarks tend to be sincere w/o much agenda other than to appreciate a woman's beauty. Unless appreciating beauty is-and-of itself "Game," a debatable point.
'Tis the season, this reminds me I should pay more random and sincere complements.
