They knock off high end design and make it affordable. Its the kinda stuff that lasts a season so its perfect if you dont want to spend a lot and dont plan on keeping it forever anyway.
I'll have to go check it out next time we are in Denver. I went to the store locater but surprisingly there is nothing closer to us - closest one is 30 miles away.
My problem is I have such a small frame and nothing up top, that even if a top should be the right size (xs) it doesn't always look/fit right. I really have to try things on.
The other day my friend and I were in Bebe and there was a dress that was so cute and size xs. Absolutely me. But when I tried it on...it fit, but didn't look right. My body is like a pencil - I have no form/curves unfortunately. So even though it fit....there was something about the way it was hitting me on top.

Thats ok. We women over 30 make fun of the teens who try and squeeze their size 14 butts into size two jeans and a size small top that shows off their muffin tops.
I got a load of sale items from Target's Go International line today. I think it all really depends on which juniors line you shop from. The Go International stuff looks more like sophisticated women's clothes than the teeny bopper stuff at Forever 21. Every line goes to clearance too so you never have to pay full price unless you have to have the item right away:
I would never stop shopping the Go International stuff. I like Forever 21 but have found lately that the stuff is a little *too* young for me (I am 38).
I don't think the pics Pitt posted of the Forever 21 styles are teeny bopper at all.
I did take the time to check out the link you provided and did find that line to be more teenish.
