I think it depends on the woman's body type, how well the tattoo was done and if it fits with the woman's personality.

I have a friend who is all and very slender (pretty much no boobs to speak of) and she has an absolutely beautiful chest tattoo. I am rather ample busted and while I would LOVE to get a chest piece done, I'm going to stick with my upper shoulders/collarbones and not go further inland than that

If you're overweight/have large boobs, a chest piece will not look good. Boobs sag, and in a few years it's not going to be pretty. If you're slender and small boobed, I think you have a better chance.

Now, if it's someone who has a little 'sticker tattoo' on her boob.. like a frog, or rose or anything like that I think it's pretty tacky.

While I don't have a problem with most tattoos, I think chest tattoos on women just look tacky.

Those tats are actually worse, trashier and tackier than the tramp stamp. Those are horrible tattoos.
