I would have guessed someone like Phyllis Diller, Georgia Frontiere, Madonna's mother, Margaret Thatcher, Octomom or the "Wheres The Beef" lady. I would have been wrong on all accounts.
Most women have cellulite regardless of their weight. Connective tissue under the skin causes the dimpling, not fat. Heavy women can have perfectly smooth thighs, and thin women can have severe cellulite.

Why does the left leg look so much different from the right leg? It can't be due to one leg being slightly bent and the other not, the two legs should be a matching pair even at different photo angles or in different positions.

I tend to agree...that is cruel and unusual punishment!! Those paparazzi gotta keep the interest going anyway they can manage. Who is the celeb? Nevermind I don't even want to know.
I'm not gonna give away who the celeb is, but just looking at how short that dress is, I should have already known! I think she dresses really funky - and not in a good way. I have great legs and I would NEVER wear something that short outside of a ballroom competition during my latin heats. In real life, my skirts aren't THAT short!
I think she has her right leg pressed against the left leg, which would cause the uneven "wrinkling" of the skin on her legs. I don't really like her outfit in general, it looks like she's dressed for Halloween. Anyway, I've never even heard of her.
