I am new in this city and I don't know anything about
I am student needing to an appartment for me and two kids and my husband.
I need to know about the electric and water and gas fees
also need to find one close to the U A

My suggestions will vary depending on your answers to the following:
Ages of your children? Will they be in public school?
Will you have a car? Or do you want to walk to class
Do you have a rental price limit? (It may be easier to find a small home to rent than an apartment)
What is your field of study? The campus is big. Housing option are all around. To be walkable, most likely you'll want to be located on the side where most of your classes are.
Expenses: Water-will cost a minimum of $35/month. Fayetteville has a fixed rate up to a certain point.
Gas-I assume you're asking about natural gas. Most apartments are heated only by electric heat. Some older complexes (those built in the 60's/early 70's) may be heated by gas. Rental homes will vary too. Most months my gas costs are minimal, $10-15; During the heating season, you're probably looking at $75-100, maybe more depending on the size of your rental.
Electricity--Again, this is difficult. The average monthly costs for the one-bdrm apartments I manage are $45-60/month.
BTW: Do you know the university has a division for off-campus students?
