....the water for the new tank from a established tank?

Yes.


Water doesn't contain the beneficial bacteria. Those are found in the substrate, and on the walls of the tank, inside the filter, and other physical surfaces.


Sometimes, to help jumpstart a tank, I will take a softball size mound of gravel from an established tank, put it into a nylon stocking, and place it in the new tank.


You still need to give time for the bacteria to spread.

If you transport the substrate and water from old tank to new tank. New tank becomes established immediately?

Pretty much, yes. Just don't wash the substrate with untreated tap water, as that can kill the bacteria.
