According to the Wikipedia article on the Sun Belt, Flagstaff is included. While Flagstaff might geographically be part of the Sun Belt, is it really considered a Sun Belt city?

Flagstaff is one of the snowiest cities in America, and summer high temperatures typically average in the low to mid 80s. I don't see how it would be considered a Sun Belt city.

It is. Because although it receives a lot of snow, it also has more sunny day than cloudy ones during any part of the year. It's about as sunny as can be, year round. It also rarely stays frigidly cold for more than a couple days at the time, crawling back up to the 40s and 50s during most winter days.

Considering the number of sunny days and that the city is about 7000 feet elevation the sun's radiation is quite strong. Good idea to bring sun screen and a hat if you're hiking or outside for long periods.
