With 40% of that number not working, we're looking at over 4 million non-working Floridians. If one wants to water that down with those under 18 or over 65 still working....one can, though bear in mind only a small percent are working full-time and making nay kind of a decent salary.
Most government-reported employment numbers 'say' whatever the politicians quoting them, wants them to say. If the same calculation criteria you used above, is applied elsewhere, you will likely get the same results.

One thing that may tend to inflate Florida's 'unemployment' numbers is a higher percentage of retirees. But, on the other hand, there is also perhaps a higher percentage of 'service sector' jobs in Florida, than in some Northern manufacturing/industrial areas.

Look at the bright side: With 40 percent of the working population being unemployed the commute to work is so much better.

The hard thing is avoiding all the people begging on the streets for food and shelter since there are so many unemployed. Food banks get cleaned out every day. Mostly everybody goes to the Salvation Army, Goodwill and other thrift stores for their clothing and home essentials. It is killing restaurants, department stores, car dealers. Those car dealers are closing up left and right because there is nobody to buy cars. They are all unemployed. Those that are lucky enough to have jobs that only pay $8 an hour are running the economy here. Thank goodness for the tourists or all the hotels would have to close up. Terrible. When you go grocery shopping, when you can afford it on your $8. an hour job, there are hundreds of people waiting outside to steal your food. People cant even fish because they cant afford the salt water and fresh water fishing licenses. The toll roads are empty because nobody can afford the tolls on their $8 an hour salary.
Some people are pulling out the gold fillings in their teeth just to get a pack of cigarettes. Really rough.

Some of that has been true for a very long time but not as bad as you make it.It probably it is harder than the north when it comes to the economy as many people dont want to live up north.

The high growth areas for jobs.... a lot are healthcare related. And if they pay low, it's not FL's fault.

10 jobs poised for explosive growth (Hint: they don't pay much) - Economy
