My comment about price was not intended in a resident versus investor purchase. Rather I meant that a lack of reserves or looming special assessment could be offset with a reduced purchase price. If a unit rings all your bells except for a lack of reserves, then there should be a price low enough that the lack of reserves is offset by the lower purchase price.
I closed on a unit for a client week before last in which the seller agreed to a reduction in price to offset a special assessment. During our inspections we discovered that a possible special assessment was being discussed even though it had not yet declared. Everything else about the building was exactly what my client wanted. We were still within our right to cancel period so we renegotiated with the seller and got a $10,000 reduction from our contract price to offset the possible assessment.

Been there , done that , several times, and would never do it again. Screw dealing with Horizontal Property Regimes in Florida or any other state - particularly new "conversions" in FL.
Nope, if you gave me a 2MM condo on LBK, it would be for sale that afternoon.

This thread was about one factor, and I was aware when starting it that it’s always an oversimplification to look at any one factor in isolation, whether it’s reserves, purchase price, or even percentage of delinquent owners and number of foreclosures. It’s the total picture for an individual condo that you have to look at in assessing long-term financial stability/viability.
But I was interested in learning more about this one factor because, as much as the total picture is important, in some condos, if there aren’t reserves, the community would be thrown into an immediate financial crisis if there were a special assessment in the thousands of dollars per unit. And for some, that special assessment (or a huge dues increase) is inevitable; they’re too far behind on reserves for even known, unavoidable future costs (like replacing roofs that are wearing out) to catch up on reserve funds without drastic measures.
In other condos, though, it’s possible everyone would calmly get out their checkbooks and write large checks. (I’ve heard of that happening, too, but it was in a much more upscale community than I’m looking at.)
I’m sure in the situation you described there was info available that could let your client gauge the level of risk involved in proceeding with the purchase (make an educated guess about whether or not this particular community is one where everyone is likely to pay any possible assessment, such that the buyer would only have to be concerned with covering his or her own share).
For instance, if there are lots of units not current on dues, that’s a bad sign for whether everyone will pay the assessment. If a lot of owners are underwater, that’s also not a good sign although it’s less predictable what people will do. If owners are in a high income bracket, that’s a good sign. If they mostly own their units mortgage free, that’s obviously a great sign.
But if you’ve got a significant number of people with mortgage balances that exceed the market value of the condo who either can’t pay or won’t pay a big assessment, I’d want to be sure there were reserves no matter how low the price. (Actually, I’d want to see reserves regardless, but that’s just me.)
It’s worth noting that even if a buyer doesn’t need a mortgage to buy a condo, it still might be a reason for concern if an association manages finances in a way that makes it harder for prospective buyers of units in that community to get a mortgage. I know that guidelines for obtaining mortgages differ by type of mortgage and that requirements change over time, and I have no background in real estate or mortgages, so I can’t offer anyone advice, but I’ve read that in general this can sometimes be a consideration. For instance, this is a 2012 article, so it could have outdated info, but I’m posting the link just to illustrate why an association might want to consider whether they’re helping or hurting future sales and sales prices when they make a decision to fund or not fund reserves:

Some by-laws are worse than imaginable in re the "power" and leverage they can or could possibly wield over a condo owner who has a mortgage. Keep in mind that's why some buyers are straight out CASH buyers - no lien, no second, no nothing .....but keep this in mind, you NEVER really own a condo or a single family house anywhere in America !
Why you ask ? Simple. The government really owns your house or condo. Which government ?? well, multiple layers of "government".
Oh yes, you have the "deed" and the "title"....sure thing, but that can really mean nothing if another entity ALWAYS has hegemony over your so-called "ownership". "Governments" have such hegemony over your "ownership"......in perpetuity , forever and ever....AMEN.
How is that ? Easy. The "governments" have the power of TAXATION on your so-called "paid in full", no lien house or condo. You are NEVER FINISHED in paying ad valorem taxes or even specialty add-ons if the government decides it needs more money ! they might just increase the "millage rate" on your lovely house . TAXES are due each and every year you "own" (*snort*) your house. You MUST PAY the taxes due each year that you own the property....forever and every....AMEN. YOU NEVER CEASE paying anything, it's never "Paid Up" and declared "free and clear".....it's not free and clear of anything ! Try NOT PAYING your taxes that are levied and due. The "governments"...aka "GuvMent" will go to another branch of "guvment", known as "da Koat" and slap a lien aka "judgement" on YOU, personally as the so-called "owner", then the "guvment" can SELL your lovely home to pay your allegedly due taxes !
