It seems the cost of living is rather irrelevant. What if the Dr wants a second home in the keys? Personally, I prefer Ft Lauderdale over St Pete. Both are nice, but FLL has more to offer.

A friend of mine is an ICU RN at Jackson and lives in southeast Hollywood, east of US 1. Don't know about school quality though as no kids. You are coming from Canada? Hollywood is a popular place for Canadian retirees (I realize not your age group though) but there are some restaurants and shops in the area that cater to that group.

I used to volunteer in the Pinecrest area of Miami and that city is gorgeous. You definitely get the impression of an upper class/upper middle class area looking at the homes and maintenance of the community. Lush landscaping by South Florida standards.
