The OP could find similar sub $1K/month places in Naples along with Cape Coral/Fort Myers area if standards are as low as the places you listed. Small places for a single person, often do not rent high, but pets cuts down the list big time and often these places are in less desirable areas. IF the OP is okay with location being near a high crime area, I can highly recommend Riviera Beach and parts of Downtown West Palm Beach highly.

Also expenses will be higher here, than other parts of Florida. Car Insurance alone is one to consider, no car then not a factor.

Wilton Manors and most of NE Fort Lauderdale isn't "the hood". Perhaps from a Palm Beach perspective...

You get what you pay for...since the focus is on luxury apartments by developers in South Florida, less desirable people with the "hood" mentality often end up in complexes and placed like you listed, doesn't matter if it's Wilton Manors or Welly World, there are dumpy places in both areas, people in Welly World will scream "Say it ain't So!" but that's how it is. With the rents being so high, people are pushed to low cost solutions and many that take Section 8 and are flexible on background checks.

If the OP doesn't have a problem with it...then I say proceed, but finding only five units on Zillow, does not look like promising odds...

Inland areas might fill the bill, I would check Lakeland and the nearby smaller towns of Winter Haven, Auburndale or Lake Wales. Temps will dip lower at night in the winter but overall should fit most of the OPs list. In Florida one has to compromise unless you are super wealthy.
