In my area it is fairly common to see County jail inmates out picking up trash on County roadways while being supervised by a deputy with a shotgun. On US 19 I see private contractors doing litter removal. A few guys riding around in golf carts with litter sticks. The full trash bags are put at intersections for later removal. Also the Adopt-A-Highway Program is pretty popular around here.

I haven't a clue, but is it something many people notice when coming here from almost anywhere else in the country.

I also have not yet seen a street sweeper in Florida yet like I used to in the NE. In the NE it was/is the usual trash - fast food containers, cups, LOTS of plastic grocery bags - and graffiti but there was/is also dirt/debris that lines the sides of the roads. I think the dirt/debris is a combination of salt/sand left over from treating the roads in winter plus pieces of tar that break off the roads (pothole debris), cement/concrete (broken sidewalk debris), tiny rocks (b/c its rocky & hilly), cigarette butts and bits of broken glass - all pulverized down into a layer of crap that accumulates in low lying areas (like the sides of the road). In Florida, I don't see potholes and broken sidewalks much. I also never see a lot of garbage thrown onto the road, or plastic grocery bags wrapped around tree limbs/street lights/power lines - at least in my area of South Florida. Not sure why its so clean, but I'm really happy that it is
