My husband and I are old painters and do not have a high monthly income so we would like to avoid a CDD fee. What area of Florida have the highest CDD fee and which area have none. thank you.

Each CDD fee is set by the developer/CDD board at the time of establishment, depending on what is covered, size, etc. No uniformity by county, city. Older developments generally have lower CDD fees is all I can tell you. And just because a development is gated and has a HOA, it doesn't mean there is a CDD.

I don't know of any neighborhoods with CCDs in Ormond-by-the-sea zip (32176) but any realtor should be able to tell you areas with and without CCDs.

CDDs are more common in the newer planned communities. The developer has to get his money back from building the infrastructure for the community. He can either build it into the price of the home or he can establish a CDD District that puts out a bond and the homeowners pay for it over generally a 20 or 30 year period. The CDD amount is a line item on your tax bill.

CDD's are not a city/county thing. It's basically the mortgage payment you make for the developer of a planned community where the developer did not have the up front money to purchase the large tract of land.

And all the improvements as well. Used to be added to the home price and now an additional "tax" to cover the same things and more.

That's PART of the CDD. It's also setup for O&M (Operating and Maintenance) similar to what many think of with a typical HOA. Simply, a CDD does not do enforcement (clean your roof, mow your lawn, etc.) - but the CDD will maintain the common grounds, gates, landscaping, roads, irrigation, lakes, etc.

The loan portion of the CDD for initial development gets paid off, but the CDD doesn't go away as it still manages operating and maintenance of the community. The payment obviously drops at this point, though.

And yes, you are correct in regards to the OP's original question.. CDD's are community based, not city/county. So a non-HOA/type community will almost certainly not have a CDD - regardless of which city or county it's in.
