I don't know if they have to go out and play, but I think people mean that they just want to be able to go out and enjoy the beautiful day. I guess, if they live next to a pool or park or something, it would give people a reason to go out.

I agree, that most Floridians tend to be more stuck in their air-conditioned homes than people in colder climates! I think it's just a case of the grass is greener on the other side. When, you have nice weather all the time, you don't value it as much, so you stay in. Whereas if you live in a place that is rainy and cold, they want to go out more.

Nice weather is a subjective term,for some 90 degrees and all the humidity everyday for 8-9 months a year maybe akin to paradise for others its uncomfortable.I'm a member of the latter and moved north as a consequence.
