Dubious? Perhaps you mean in the sense it's fairly weak and probably will not be enforced since you're still allowed to legally hold a phone while driving, versus "hands-free" laws in many states.

The cell phone user is by far worse, not that eIther is a good choice.

A 0.30 drunk is the guy that nearly falls out on the ground when the car door is opened, not to mention the coordination and cognitive impairments. The drunk does not necessarily realize the full impairment their condition.

A cell phone user has full cognitive and coordinative function, and is hindered only by poor self-control, lack of discipline, and/or patience. Barring any other impairments, this person has full function of body and mind, and is completely sober and aware, except for impulsive distraction to the cell phone itself.

The new multi-function control displays on modern vehicles, I am certain, does not help either of these cases.

Any use other than hands free use of a phone should be illegal if a car is moving so this seems to be a good idea. However, this section strikes me as a bit shocking in our times:
(5) When a law enforcement officer issues a citation for a violation of this section, the law enforcement officer must record the race and ethnicity of the violator.

It has to do with targetting Blacks, that's where this came from !!! Big Brother is Watchinn All the Time

Not buying that even for a second but it does seem to be just oddly specific. I have no problem with collecting certain types of data regarding criminal activity but this is just....odd.

I am telling you, I read about that before the proposal of the Orders and Before it became a Law. At least that's what they said about the Officers making note of the Race and or Origin of the persons Roots, if that is a good way to put it.

The Law wants to know that certain races are not being tragetted on the Texting Law by Officers out there.
