Based on the OP's wants/needs and finances, Miami is probably the last place he should be looking at.

I grew up in Indiana and right after finishing at Purdue, I moved down to Miami-Dade for my career. 43 years slip by and I've retired and moved back to my hometown, Lafayette, IN. I would not suggest that you moved to southeast Florida. It is so expensive to live down there: rent, low wages, high crime, higher food costs. Perhaps the Tampa area would be good for you.

So cheap, safe, and presumably near a downtown for LGBT bars / social comfort.

$35 K is rough for the Tampa Bay area. I would suggest the Panhandle. Maybe an interior city besides Orlando for budget reasons. Lakeland, Gainesville, etc. I think most of the friendly LGBT areas are in the expensive Coastal Cities, South East Florida and Orlando.

I agree. And actually, I moved (back) to Lakeland, and it is a fairly balanced and accepting city for LGBT, even Pride Fest here. I know many in the community. And Lakeland is far more affordable than most other larger Florida cities. There is actually a lot to do here, if one doesn't need a thumping night life. OP might want to check into it. St. Pete and/or any nice area of Tampa have become outrageously expensive.

HA!! There is nowhere in Miami the OP could afford on $35K a year. You would need double that just to live decently.

I agree that the panhandle would be affordable for you.
