Again, you are clearly clueless about Jacksonville, and in way over your head. 32209 starts Northwest of Downtown, and takes in most of the area from there almost out to the Airport. It is the worst area of town, but it isn't to the Northeast and ghettos DO NOT surround Downtown. sorry, it's north west....and it still directly borders downtown Jacksonville....and has the highest homicide rate in the entire state of Florida

the north east zip code..that directly borders downtown Jacksonville...is 32206
..it has a slightly higher crime rate....violent crime is 68.5..... property crime is 76.8

the rates for the state of Florida are 23.4 and 37.3 respectively

I like the idea of moving a college closer to downtown. I don't know how feasible it is to move a major university that direction since they are already established in their part of town. Maybe offer some satellite classes downtown? I know FSCJ already does that.
