Since I live here I'm biased, but I can't image a nicer place than Venice Florida.
Sarasota is very nice too.
Venice has minimal crime and is well under US and Florida average.
There are a good number of very good restaurants with several very good waterfront restaurants. Many of the local restaurants are affordable.
Check out the pictures in the Sarasota/Venice forum.
In the Sarasota Venice area you'll find a great selection of housing options.

Hmmmm, well . . . . I think it will be my house - if I ever close on it!

Ohhhhh, but you can't stay there. . . Darn it! My wife would make the rent too high . . . even for meeeee .

Just kidding . . .
I vote for . . . Siesta Key!
I'd vote for another place, but then someone would think I started drinking Gatorade too early in the day!

I have to admit that the panhandle does have the most beautiful beaches, if someone doesn't agree it's my guess that they never been. There is something special about sand like fine sugar, and dunes that reach the roof tops.

best, low, nice and decent are all relative terms...let me share this story...
Years ago, my wife and I were visiting her cousin in Chattanooga. We mentioned that we were in the mood for some good seafood. The cousin and her husband really lit up and said they had the best seafood restaurant anywhere and thought it was a great idea for dinner.

We got in their car...and went to...honest to God...they pulled into...
Arthur Treacher's Fish and Chips

We thought they were joking...they were completely serious

My grouper jason tasted like fried cod

There are many wonderful areas all along the Gulf Coast - it depends on what you are looking for. If you can, you should just take a nice long drive all along the coast and get the ""vibe" of the different cities and towns. North Florida will be different from central Florida which is different from south Florida (on the west coast). I tend to like a small-to-medium "city" feel, so St.Pete on down to Bradenton/Sarasota/Venice is the area I like. Not to say there is anything wrong with any other part, as I said it is an individual preference thing. You have a lot of options!
